The CCA Coronation Problem
Britain wants a drone wingman. It should have to prove it can build one before it pays for one.
On July 16, 2026, Luke Pollard, then the UK Minister for Defence Readiness and Industry, stood before the Air Power Association’s Global Air and Space Chiefs’ Conference in London and gave Britain’s newest drone a name. He called it Storm Fighter, a Collaborative Combat Aircraft, or CCA, an uncrewed jet designed to fly into contested airspace beside a crewed fighter, taking direction from the pilot, absorbing risk the pilot would otherwise absorb, and, eventually, carrying weapons of its own. Pollard described the concept in two words already destined to be repeated at every trade show for the next decade: guardian angel, and attack dog. The program carries 300 million pounds, or roughly 406 million dollars, under the Defence Investment Plan published two weeks earlier, on July 2. A demonstrator is promised by 2030 at the latest, with an ambition, not yet a commitment, to fly one alongside a Typhoon fighter as early as 2027.
Four days later, the government that named it was gone. Keir Starmer resigned as Prime Minister, and on July 20, Andy Burnham, newly elected Labour leader, formed a government as Britain’s fifty-ninth Prime Minister. Wes Streeting, who had resigned as Health Secretary in May, returned to cabinet as the new Secretary of State for Defence, a department he had never previously shadowed or led. John Healey, who had resigned as Defence Secretary in June in an open dispute with the Treasury over funding, moved across Whitehall to become Chancellor, now holding the purse strings he had been fighting over weeks earlier. Storm Fighter, in other words, is the first serious procurement decision of a government less than a week old, run by a defence secretary still learning where the light switches are.
This week, at the Farnborough International Airshow, BAE Systems unveiled its answer to the brief. The company calls it Brontanax, a sleek, Hawk-sized concept aircraft built around what BAE terms an Autonomous Collaborative Platform. On Wednesday, Streeting took the stage at the AGF Defence Summit at Farnborough and gave BAE the kind of endorsement companies dream about. British industry, he told the room, had that same morning launched its own sovereign CCA programme, and it signaled enormous opportunity in exports, jobs, and advantage. He promised a new approach to risk, tolerance for decisions that do not come off, and cited a Typhoon precision weapon upgrade against drones that took just forty-two days from start to finish as the pace he wants across the department. Boeing has also signaled interest in Storm Fighter, and a formal competition has not yet been published. But the shape of the outcome is already visible to anyone who has watched this industry for more than a news cycle: an incumbent unveils a rendering, the new defence secretary praises it from the podium the same week, and the contract tends to follow the rendering rather than the other way around.
The CCA idea itself is sound, and worth taking seriously. Cheap, expendable, autonomous aircraft that extend the reach and the magazine depth of a small crewed fighter fleet solve a real problem for an air force the size of the Royal Air Force. The United States is already flying two competing designs, the General Atomics YFQ-42A Dark Merlin and the Anduril YFQ-44A Fury, both selected in April 2024, both airborne by the end of 2025, and both now funded into production after a genuine fly-off rather than a single company’s word. Britain should want that capability. The question worth asking before the money moves is whether the companies now lining up for Storm Fighter, and the government now praising them, have any real evidence behind the enthusiasm.
A Pattern Older Than the Drone
The instinct to reach for a familiar name did not begin with Storm Fighter, and it is worth understanding how deep it runs. Parliamentary research published this year found that BAE Systems alone accounted for roughly 13.5 percent of all Ministry of Defence procurement spending, a concentration large enough that successive governments have built entire regulatory bodies around managing it rather than opening it up. The Single Source Regulations Office was created under the Defence Reform Act 2014 specifically because so much MoD spending goes to contracts that are never competed at all, its job limited to monitoring the profit margins on deals awarded without a competitor in the room, not to requiring that a competitor be found. Stated government policy since 2012 has been to compete contracts wherever possible, and the department has told Parliament’s Public Accounts Committee that in a perfect world every contract would be tendered. It also told the same committee that the desire to retain sovereign capability, combined with consolidation inside the defence industry itself, means that in practice there is often only one company left standing by the time a competition would be run. Storm Fighter is a test of whether that becomes a self-fulfilling prophecy once again, or whether the department is willing to let a second name reach the starting line before deciding there is only one.
A Long Runway, a Short List of Aircraft
BAE Systems has been in the uncrewed combat aircraft business for two decades, and the record deserves an honest look rather than a dismissal. The company’s Mantis demonstrator first flew in October 2009, a twin engine, turboprop aircraft roughly the size of an MQ-9 Reaper. One was built. It proved autonomous flight concepts and was retired as a demonstrator, never a fielded aircraft. BAE’s more ambitious Taranis followed, a stealth unmanned combat air vehicle, or UCAV, jointly funded with Rolls-Royce, GE Aviation Systems, and QinetiQ. Taranis first flew on August 10, 2013, at the Woomera range in Australia, at a cost that had already risen from a projected 140 million pounds to 185 million pounds. One aircraft was built. It flew a handful of test sorties over the following years, and BAE itself described an operational capability as being possible only post-2030, a date that has since slid further as Taranis’s lessons were folded into the Global Combat Air Programme, the Tempest sixth generation fighter effort, rather than into a fielded strike drone.
The most relevant recent failure, though, was not in fact a BAE program, and the record deserves correcting on this point. Project Mosquito, Britain’s most direct prior attempt at exactly what Storm Fighter now proposes, a loyal wingman uncrewed fighter under the Lightweight Affordable Novel Combat Aircraft, or LANCA, initiative, was awarded in January 2021 to a consortium led by Spirit AeroSystems in Belfast, working with Northrop Grumman and the UK company Callen-Lenz. The 30 million pound contract called for a flying prototype by the end of 2023. The Ministry of Defence, or MoD, cancelled the program in June 2022, before a single prototype airframe was built, citing a review of the technical demonstrator and the wider LANCA concept. No aircraft ever left the ground. Storm Fighter is explicitly built on the wreckage of that failure, four years and one cancelled contractor later.
BAE was not the company that failed to deliver Mosquito. But the broader pattern holds regardless of which firm is named. In roughly two decades of UK loyal wingman and UCAV work, spanning Mantis, Taranis, and Mosquito, no British program, prime contractor or otherwise, has produced an autonomous combat aircraft capable of an independent long range strike mission and fielded it. Every program has ended as a demonstrator, a rendering, or a cancellation.
The pattern is not confined to strike aircraft, either. Watchkeeper, the British Army’s tactical surveillance drone, is a sobering companion case, built not by BAE but by Thales UK in partnership with Israel’s Elbit Systems, based on Elbit’s already proven Hermes 450. The Ministry of Defence ordered it in 2005 at a budgeted cost of roughly 800 million pounds. Its first UK flight did not take place until 2010, five years late, and full military certification did not follow until 2014, nine years after the order was placed. The fleet suffered a string of crashes over the following decade, total spending climbed past 1.35 billion pounds, and in November 2024 the department announced it would retire the aircraft early, with an out of service date now set for March 2027, twenty-two years after the contract was signed. Watchkeeper is a useful reminder that the problem in British uncrewed aviation is not unique to one company’s culture. It is a procurement pattern that tolerates enormous cost growth and years of delay so long as the supplier is already inside the tent.
The Other Names in the Frame
The other names most often floated as alternatives are worth checking against the record as well. QinetiQ, likely the firm intended by a reference sometimes rendered as Kinetic, is best known in this space for the Banshee, a target drone in continuous production since the 1980s and now past 10,000 units built. Banshee is genuinely impressive as a training system, simulating enemy aircraft, missiles, and drone swarms for air defense exercises in more than forty countries. In 2023, the UK reportedly supplied Ukraine with Banshee airframes modified into one-way attack drones, and wreckage recovered in Donetsk in 2024 carried a seven kilogram warhead. Reporting on that conversion puts the strike range at roughly 200 kilometers, or about 125 miles. That is a real combat use of a British-built drone. It is also a converted training target with a fraction of the range, payload, and survivability of the aircraft Storm Fighter is meant to produce, and nowhere close to the 700 mile independent sortie a genuine qualifying trial ought to require.
Babcock International, the third name raised, has no comparable record at all in combat strike drones. Its uncrewed aircraft portfolio runs toward intelligence, surveillance, and reconnaissance work, light systems such as the LUA, a 25 kilogram platform with roughly a 40 nautical mile range built for emergency response in Spain, and a string of memoranda of understanding with other firms, PteroDynamics for tactical unmanned systems in Australia, Israel Aerospace Industries for surveillance drones, HII for underwater systems. These are legitimate businesses. None of them amounts to an independently developed autonomous strike aircraft.
What an Outsider Actually Looks Like
It is worth remembering that none of the world’s most consequential combat drones came from a legacy prime contractor. Baykar, the Turkish company behind the Bayraktar TB2, started in 1984 as a precision machining subcontractor supplying automotive parts, a family business with no defence pedigree at all. It began serious unmanned aircraft research only in 2000, achieved its first autonomous flight in 2004, and did not reach serial production of the TB2 until 2014, a full decade later. The aircraft proved itself in Nagorno-Karabakh in 2020 and again in Ukraine, built with more than 90 percent domestic content and priced, depending on configuration, at somewhere between one and five million dollars per airframe, a fraction of the cost of a Western equivalent. Baykar remains a privately held family company, not a listed defence conglomerate, and it got there by being allowed to compete and fly, repeatedly, rather than by being handed a sole-source contract on the strength of decades of reputation. Britain does not need to import that company. It needs to ask whether its own procurement culture would recognize an equivalent one if it existed, or whether it would default, as it has with Storm Fighter this month, to the largest name already in the room.
The Test Burnham and Streeting Now Face
There is a second question buried inside the first one, and it belongs squarely to the new government. Streeting told the Farnborough audience that the Defence Investment Plan had already produced 11.8 billion pounds in contracts within ten days of publication, part of a 298 billion pound program running out to the mid-2030s. He framed his new approach to risk as a willingness to back decisions that might not come off, language aimed, at least in theory, at firms without decades of program history behind them. The Ministry of Defence has also set up a dedicated unit meant to open contracts to smaller firms, and manufacturers have pushed for binding offset commitments that would channel prime contractor spending down into the supply chain. On paper, the framework for taking small and medium enterprises, or SMEs, seriously already exists. The Defence Industrial Strategy published in 2025 set a target of adding 2.5 billion pounds to the MoD’s SME spending by May 2028.
The test is whether any of that reaches a company that is not already a household name. It is worth remembering that this same government inherits a defence budget that, by its own commissioned review, remains well short of what was judged necessary, and short of the 3.5 percent of GDP threshold NATO members agreed to in June 2026. Money is tight, which makes the choice of where it goes matter more, not less. Handing 300 million pounds to the incumbent that has produced two demonstrators and no fielded strike aircraft in twenty years is the easy version of an SME action plan: pay the prime, let the prime decide which smaller firms get subcontracted work, and call the arrangement innovation. It is not innovation. It is procurement exactly as it has always been done, dressed in the language of risk tolerance.
Burnham and Streeting inherited Storm Fighter rather than designed it, and neither man has any track record yet on defence procurement to judge. That makes this a genuine opportunity rather than an inherited failure. The honest version of a new approach to risk is not a friendlier press conference for BAE. It is a published competition that a five person engineering firm in Newcastle or Prestwick can actually enter, with public money attached directly to a flight test rather than routed through a prime contractor’s discretion. If the new government’s instinct, four days into office, is to stand next to the same company every previous government has stood next to and call it a sovereign programme, then the SME action plan is a press release, not a policy. The Treasury, now run by the one minister who resigned last month specifically because the numbers did not work, ought to be the first to ask why 300 million pounds is going out the door before a competition has even been published.
What a Real Trial Would Look Like
None of this proves Storm Fighter will fail. It does mean that the companies most likely to win it have, between them, one flown stealth demonstrator built at more than 30 percent over its original budget, one cancelled prototype that never flew, one converted training target with a fraction of the required range, and a handful of ISR platforms with no strike lineage at all. That is a reasonable basis for skepticism about awarding 300 million pounds of public money on the strength of a rendering unveiled at an airshow.
A fairer alternative exists, and it mirrors, in spirit, what the United States actually did. Run a fixed, published trial: a one-fifth scale demonstrator, a 700 mile sortie flown without any wingman cueing or human-in-the-loop correction, a target engaged on time, and a return to a home base or an air-to-air refueling rendezvous to complete the mission profile. Open it to BAE, Babcock, QinetiQ, and any other company willing to enter, on a twelve month clock, with the contract following the aircraft that actually flies the profile rather than the company that talks about it most persuasively. The American program did not hand General Atomics or Anduril a contract on the strength of a mockup. It selected both in April 2024, funded both to build and fly real aircraft within sixteen months, and only then, in June 2026, moved both into production. That sequence, fly first, pay after, is the discipline Storm Fighter has not yet publicly committed to.
To be fair to BAE, a formal competition has not yet been ruled out. Janes reported ahead of Farnborough that BAE was still preparing to meet the requirement rather than assuming it, and Boeing’s interest suggests the MoD has not foreclosed other bidders. The fairest reading of where things stand is that the shape of the competition is still open, and that is exactly the moment at which the terms of that competition matter most. A published, capability-based trial, rather than a sole-source award justified by decades of prior investment, would settle the question the industry keeps avoiding: whether any of these companies can actually build the aircraft they have spent twenty years describing.
Britain does not lack engineering talent. Taranis proved that a British-led team can build a genuinely capable stealth demonstrator when the budget and the mandate exist, and there is no shortage of smaller UK firms working seriously on autonomy, sensor fusion, and low-cost airframes who have never been given a budget large enough to prove what they can do. What the record shows is a persistent gap between demonstrator and fielded weapon, repeated across three governments and two decades, alongside a procurement culture that keeps mistaking a familiar name for a safe bet. A twelve month fly-off, open to primes and challengers alike and judged on range, autonomy, and mission completion rather than on incumbency, would cost far less than 300 million pounds. It would also give Andy Burnham’s government, four days old and already choosing sides at a trade show, something Farnborough renderings cannot provide: proof, rather than applause, that the aircraft in the picture can actually fly the mission.
