Another black ops bird?

New bird drone design on the block. This time being picked up in Mogadishu. Somalia. Much smaller than the one discovered in Pakistan in 2011.

What I noticed was what looks to be a helicopter head on each motor. Also looks like that tail might fold out a bit like an umbrella. So is this a VTOL capable perch and stare version??
