NASA Build 2 Call for Participation: UTM Services

This is a Call for Participation (CFP) in the development and demonstration of UTM Build 2.  This CFP asks for partners interested and able to work with NASA in the definition and implementation of various services expected to be part of the UTM System.  There will be additional CFPs for other Build 2 aspects in the coming weeks.  For partners interested in participating with vehicles, ground equipment, or in other ways not related to UTM Services, please wait for those CFPs to be posted to this mailing list.

The attached document outlines this CFP in detail.  At a high level, we seek partnership in the definition and development of the following services in relation to UTM:

1.  Flight Planning:  A service to aid operators in operational planning for submission/interaction with the core UTM System.
2.  Flight Path Monitoring:  A service to monitor data related to operations for off-nominal behavior or deviations.
3.  Separation Assurance:  A service to monitor data related to operations to issue alerts and conflict resolution maneuvers to operators.
4.  Public Safety:  A method of access for public safety functions (police, fire, ambulance, national security, etc.).
5.  Public Portal:  A service that acts as a public-facing portal for non-flying stakeholders for UTM data.

Again, please see details in the attached document.  Each service is independent in that a partner may choose to participate in the research and development of any, all, or none of the services.   A separate response should be submitted for each of the above services by each interested partner.

We will have a Q+A session for this CFP on Dec 3 from 9am-10am Pacific time.  This will be conducted via telecon:

The telecon is not to discuss technical details about the services we will be developing, the telecon is intended to clarify the process and what we are looking for in terms of partnerships.  The attached document has a tentative schedule wherein there will be ample opportunity to discuss technical details.  Part of the participation in this CFP may be to help formally describe the outcomes of this collaboration.  We are truly seeking interactive partnership on these issues.

The responses to this CFP are due Dec 10th.  The responses are intended to be lightweight, 1-2 page white papers describing your interest and ability to participate. Again, a separate response is required for each of the services listed above.  They should be submitted to:

Any general questions in the meantime can and should be posted to the mailing list.  Essentially, if you are asking non-proprietary questions, we prefer that you post them to the message board as they will likely benefit many partners.  Loosely we will evaluate the responses based on:  interest in participating, approach to participation/implementation, and organization technical abilities/personnel.
